    The representations of the Hubbard algebra in terms of spin-fermion operators and motion of a hole in an antiferromagnetic state

    The representation of the Hubbard operators in terms of the spin12-\frac{1}{2} operators and the fermion operator with spin12-\frac{1}{2} is proposed. In the low-energy limit this representation is reduced to the representation following from the Hubbard diagramm technique. In framework of this approach motion of a hole in an antiferromagnetic state of the t-J model is considered. It is shown that the primary hole energy is strongly renormalized and the band width has an order of J rather than t. The functional integral for the strongly correlated model induced by the obtained representation is formulated. The representation of the total Hubbard algebra for states in the lower and the upper Hubbard bands is formulated in terms of the spin12-\frac{1}{2} and two fermion fields with spin12-\frac{1}{2} is formulated.Comment: 12 pp. (LATEX

    MORBIDITY WITH TEMPORARY DISABILITY IN SIBERIAN FEDERAL DISTRICT

    The aim of the article was analysis of morbidity with temporary disability in general and those of working age in Siberian federal district. To evaluate the morbidity with temporary disability of the population of the Siberian federal district analyzed the statistical data of annual reports on Form 16 BH for 2010-2011 (number of cases, and disability days per 100 employees). Analysis of the overall incidence of the working population in the Siberian federal district is made on the basis of new statistical form N 12 for 2011. In 2011 compared with 2010 in Siberian federal district decreased the duration of a single case of the disease with temporary disability from 15,1 to 14,8 days, it is in direct proportion to the incidence in the general population and those of working age. Morbidity with temporary disability in Siberian federal district is lower than the average for Russia, but there are significant variations in different regions. The level of overall morbidity in the working population of the Siberian federal district remains as high as possible over the years in the Altai region. Omsk region is in second place. The lowest figure of morbidity with temporary disability is in Buryat Republic and Transbaikal Territory. 2/3 of cases of temporary disability occur in women, in men the duration of one case is 17 % higher than in women. Number of days with temporary disability remains like on the maximal level in Novosiberskaya oblast (865,4 in Transbaikal Territory), Tomsk (858,2 per 100 employees) and Kemerovo regions (856,9 per 100 employees), and minimal level is in Transbaikal Territory (651,5 per 100 employees) and Tyva Republic (617,3 per 100 employees). These facts require to study the reasons caused this difference in terms of effective management and decision-making in the regions of Siberian federal district

    Rural healthcare of Russia. Status, problems, prospects

    The transformations of domestic healthcare carried out in the last three decades have not led to the planned results, and in some areas the consequences have turned out to be negative. Rural healthcare suffered the most significantly. The aim of the study was based on the analysis of the situation in the rural health care of the country to propose measures to improve it. Material and methods. The statistical data of the Ministry of Health of Russia, Rosstat, Central Research Institute of Organization and Informatization of Healthcare, as well as data on the Siberian Federal District for the period from 1990 to 2020 were used. Scientific publications on the problem under consideration have been studied. Results and their discussion. The course taken in the early 90s of the last century towards the commercialization of medicine remains. So for the period from 2005 to 2018 in the structure of the country’s medical personnel, the number of people employed in the public sector decreased from 93.6 to 86.8 % (by 237 000), whereas in private medical organizations it increased by 2.3 times. In 2020, 38.4 % of medical organizations were already private. The most significant changes have occurred in rural healthcare. The number of paramedic and obstetric stations decreased by 21.1 %, the provision of beds in hospitals is 2 times lower than the national average, and doctors are 3 times fewer than in cities. In the age structure, the share of doctors over the age of 60 increased from 13.5 % (2017) to 18.1 % (2020). The implementation of the programs “Zemsky Doctor” and “Zemsky paramedic” did not lead to an increase in the provision of medical workers in rural areas. Today, medical care is geographically available only to 49 % of villagers, for 40 % it is difficult to access, and 9 % is practically inaccessible (2 % of respondents could not answer the question). This has led to the fact that the average life expectancy of the villagers is 1.5 years lower than that of the townspeople, and the total mortality is 1.2 % higher than the national average. Conclusion. The problem of accessibility of medical care to the rural population has worsened in the last three decades. The implemented programs aimed at improving its accessibility and quality, including for rural residents, have not led to a significant positive result

    Hole-hole superconducting pairing in the t-J model induced by spin-wave exchange

    We study numerically the hole pairing induced by spin-wave exchange. The contact hole-hole interaction is taken into account as well. It is assumed that antiferromagnetic order is preserved at all scales relevant to pairing. The strongest pairing is obtained for the d-wave symmetry of the gap. Dependence of the value of the gap on hole concentration and temperature is presented. For the critical temperature we obtain Tc about 100 K at the hole concentration delta = 0.2-0.3.Comment: replaced with a revised version to appear in PRB, 6 pages, REVTeX 3.0, figures not change

    About inefficiency of personnel policy in health care of russia

    The shortage of medical personnel, primarily in the district service and rural health care, the insufficient effectiveness of measures taken by the state to solve the personnel problem («presidential» allowance for the district service, the program «Zemsky doctor», etc.) indicate the insolvency of personnel policy in the industry. The state spending huge budgetary funds for training specialists deprived itself of the right to use them where they are urgently needed. The desire to improve the quality of training of medical students on the basis of accession to the Bologna agreement did not give the desired result. The availability of medical care is also limited by the fact that in the general structure of medical specialties, the number of doctors of clinical specialties, i.e. those who directly work with patients is significantly lower than in the EU and their share continues to decline. All of the above suggests that the Ministry of Health has no clear idea about the issue of personnel, is not formed the system able to solve it, which must include: career counseling -training - public distribution trained on a budgetary basis - professional development - career growth. The state and the leadership of the regions should create favorable conditions for work and life, attracting specialists, as well as interesting them in long-term work at the place of distribution. On the basis of the Soviet experience in the organization of personnel work in health care, best practice of other countries, the authors propose measures in the medical personnel training improvement, in attracting and long-term interest in their work in «problem» positions (district service, rural health care, etc.)

    Vibrational spectroscopy of GdCr3(BO3)4: Quantitative separation of crystalline phases

    This work is devoted to the investigation of GdCr3(BO3)4 crystals by the method of infrared spectroscopy. Incongruently melting borate GdCr3(BO3)4 was obtained as a result of spontaneous crystallization. Crystal structures were identified by the method of infrared spectroscopy. Ab initio calculations in the frame of density functional theory enabled us to separate modes belonging to the R32 and C2/c phases and to estimate the ratio of these phases in GdCr3(BO3)4 crystals. We have found that the content of the rhombohedral R32 (non- centrosymmetric) modification is about 85%. © Published under licence by IOP Publishing Ltd
